A useful fit for

A corded-floor-washer household that wants formula cleaning, steam in SteamWash and a tank for recovered dirty liquid, and accepts after-each-use cleaning and drying.

The main tradeoff

More upkeep than a pad mop: fill the clean tank with formula solution, empty the dirty tank, use the clean-out cycle and allow washable parts to dry. It is corded and not a detachable detail steamer.

Your needs, this model

Does it fit your priorities?

Can this powered roller wet-wash a hard floor and recover dirty liquid in a tank?

Yes. The exact page identifies a wet/dry vac, and the 3515/3518 manual describes suctioning up excess water into the dirty-water tank.

Can SteamWash dispense formula plus steam while this floor washer collects soil, rather than requiring separate steam and suction selections?

Yes. The manual says SteamWash dispenses formula plus steam and directs the owner to suction up excess liquid after releasing the trigger. This is distinct from separate selectable steam/suction modes.

Will the clean-tank capacity meet 28 US fluid ounces but not a 29-ounce minimum?

The exact page lists a 28-ounce clean tank and a separate 17-ounce dirty tank. This is container capacity, not a room-coverage test.

The BISSELL CrossWave HydroSteam Plus 3518 is a corded powered-roller floor washer sold as an exclusive bundle. Its central difference from a basic steam mop is that the same machine also dispenses cleaning solution and vacuums dirty liquid into a separate tank. In the manual’s SteamWash mode, the brush roll works with formula and steam; after dispensing, the guide directs you to make passes to suction up excess water. This can suit a sealed-floor household that wants wet pickup as part of the cleaning routine, but the tanks and after-use care are part of the purchase decision.

What the 3518 actually selects

The official product page identifies the exact bundle as model 3518. The series user guide covers 3515 and 3518 and names three operating modes: SteamWash, Hard Floor, and Area Rug. SteamWash is not simply a high steam setting; it dispenses formula and steam together while the brush roll agitates and the machine recovers liquid. The guide says the unit starts in SteamWash when turned on, needs about 30 seconds to warm up for that mode, and asks you to hold the trigger to dispense formula (and, in SteamWash, formula plus steam). Releasing the trigger stops dispensing; forward-and-backward passes then suction up excess liquid.

This is a useful distinction from floor steam washers that require separate steam and suction selections. BISSELL’s page also describes vacuum-only use, but the physical controls documented in the guide are mode selection among SteamWash, Hard Floor, and Area Rug. I would not represent a standalone vacuum-only mode as a fourth button. On a wet task, think in terms of the actual selected mode and its cleaning steps rather than assuming every function runs identically in all three modes.

Tanks, cord, and bundle tradeoffs

BISSELL lists a 28-ounce clean-water tank and a 17-ounce dirty-water tank, a 25-foot cord, and a 12.5-pound unit weight. The clean tank is filled with warm tap water and a compatible BISSELL formula; the guide gives separate small- and large-area fill marks, but those printed area labels are not an independent promise of coverage. The machine is corded, so there is no battery-runtime estimate to compare, but the cord must be managed around damp floors. A filled unit and a tank that needs emptying are part of the workflow even though the published 12.5 pounds is the product’s listed unit weight rather than an assembled, filled carry weight.

The “Plus” package page describes extra formula, brush rolls, filter and a clean-out/storage tray. That is useful when comparing the exact 3518 bundle with a base HydroSteam listing, but package contents can change; check the actual carton and seller’s listing. The 3515/3518 manual explicitly notes that standard accessories may vary by model. Do not infer that a different CrossWave package includes the 3518 extras.

Surfaces and cleanup are a real commitment

BISSELL lists sealed hardwood, tile, laminate and area rugs for this family. For rugs, the guide says to check the rug maker’s tag and test an inconspicuous patch for colorfastness; it cautions against silk or delicate rugs. A “yes” on the product page is not permission for every rug backing, finish or floor coating. Check the material maker’s instructions first, and skip steam where the surface is not approved. The Area Rug mode is not an upholstery attachment or a carpet extractor.

After a session, maintenance is more involved than hanging up a steam pad. BISSELL instructs the owner to empty and rinse the dirty tank, clean the strainer and filter, run the clean-out cycle after each use, remove and clean the brush roll, and let washable parts air-dry for 24 hours. The filter is to be cleaned and dried after each use, with replacement intervals in the manual. If you prefer to finish a pass and put the appliance away immediately, that routine is a meaningful downside. Never rinse the machine body under a tap; follow the manual’s unplugging and maintenance steps.

Choose by recovery, not by the word “steam”

Compared with the PowerFresh Vac & Steam 2747A, the 3518 is the better match when dirty-liquid recovery and a wet-dry floor-washer setup are essential. The 2747A captures dry debris in a dry dirt tank while steam-mopping, but does not offer a dirty-water tank. A simple pad mop such as the PowerFresh 1940A is lighter on tank and brush-roll maintenance but also does not recover liquid. Those distinctions help narrow the format before you compare optional features; they are not a claim that one machine cleans better.

The 3518 makes most sense when its simultaneous wet cleaning and SteamWash process justify filling two tanks, managing a cord, and cleaning the brush and recovery path every time. It is a weaker fit for a household that needs a pure steam-only pass, a detachable detail tool, a cordless appliance, or minimal post-cleaning work. BISSELL specifies compatible formula for this machine; it is not a water-only steam mop. Read the current instructions, confirm floor permission, and use the exact 3518 bundle term when checking a retail listing. This is a source-based fit assessment, not a hands-on test or an endorsement of a seller’s current stock.
